About the Author



Roger Brown is Former Vice-Chancellor of Southampton Solent University. He was previously Chief Executive of the Higher Education Quality Council, Chief Executive of the Committee of Directors of Polytechnics and Secretary of the Polytechnics and Colleges Funding Council.

Helen Carasso is Honorary Norham Fellow in the University of Oxford's Department of Education. Her involvement within universities began with professional roles in communications, student recruitment and admissions. To better understand the thinking behind national policies that she was seeing impacting the sector, she moved into the study of higher education policy, with a particular interest in funding and student-related issues.

Roger Brown and Helen Carasso previously collaborated on Everything for Sale? The Marketisation of UK Higher Education (2013).
