Runs very, VERY small

Absolutely love the quality and feel of this dress, but I’ve bought TWO sizes (Medium and Large) for my petite 10 yr old (wear Target 7-8 typically) and BOTH were to too small for her. I’m not sure of their sizes or who their target is, but it’s smaller individuals. The
